St George Bank

Key objectives and problems:

o St George Bank had a small procurement team, “under powered” for such a major endeavour.
o The process needed to engage stakeholders to identify potential savings and spend management strategies.
o The results of the process needed to be sustainable.

Benefits realised:

o The use of TenderMAX PRO brought a strong discipline and format to the sourcing process.  The common tendering tools & approach enabled the contract officers to work across categories supporting each other.
o The process achieved superior buy-in from the business units through the softwares’ pre-tender planning tools and online evaluation workbench which enabled different parties to collaborate in the online scoring of the bids.
o The process delivered enhanced transparency for stakeholders and suppliers.
o The program met its deadlines and drove significant bottom line savings while in many cases, improving the contracts by stronger stakeholder participation in both the design and evaluation stages.

Health  Purchasing Victoria

Health Purchasing Victoria undertook a pilot of the automated tendering tool TenderMAX PRO™ in February 2003.  The HPV pilot focused on one of the core issues common in the health sector; “consumables buying”.  The pilot looked to see how the automated tendering process would adapt to the complex buying that existed within the health sector, where 1000’s of products are evaluated for multiple price-trees and packaging strategies.

The key objectives of the pilot were:

• To assess the process savings that could be gained from automation.
• To review how existing paper tenders would adapt to automation.
• To assess the probity impact of automation.
• To establish the real time savings that could be gained with automation.
• To gauge how the supply base would react to automated tendering.

Benefits realised:

• HPV benchmarked a time reduction in processing tenders by 65%.
• The audit trails provided by the software supported detailed probity checks.
• The process allowed HPV to engage in meaningful supplier debriefings.
• The pilot opened the way for large scale automation of all HPV tenders.
• HPV now has 100% of its supply base trading in E-tendering.

Key objectives:

• To streamline the whole tendering process by automating the current methods of tender preparation, evaluation and contract management.
• To deliver the highest levels of efficiency gains by reducing the amount of time currently taken in the evaluation of responses.
• To standardise tender documentation.
• To develop a central Tender & Contracts Registry.
